Fellow Awakened, Friends Yet to be Announced,

Gal'mi has spoken the truth. To be awakened is to deal with a broader,
wider world, A world of infinite possibilities, and unimagined dangers. In
order to mitigate as many rogue elements as possible, in order to minimize
as many potential variables as possible; so as to present a united front
against the enemies within our domain, we must have an accounting. We must
take stock of our resources, and the nature of those enemies that threaten
all of our kind. We must know who stands with us, and those who stand
against us.

30 days will be given to those who have not yet presented themselves to
the council. If those parties have not met the deadline, then they will be
considered rogue elements and dealt with. So long as the parties coming
before the council will either swear by the council, or have a recognized
consilium or council which will back them they will be allowed sanctuary
in the city. We do not expect everyone to bow upon bended knee to the
council, but those who choose not to must have the backing of another
recognized body of law. This is the will of Providence. We welcome those
