[CamRI] New Addendum

The understanding I have (which is by no means exhaustive so I may be wrong) 
is that you can start converting your characters over to the new rules now, 
however they won't be fully enforced untill next month.  The MST has already 
said that Cons and FGotM's during March will not be held to the new rules.
