[CamRI] [Requiem] Rules Announcements

Good Evevning,

     I want to apologize. The two emails I sent regarding rule schanges are
mechanics I would LIKE to add. They are in need of work and are in no way to
be considered finalized. Jim has already given me some feedback and I look
forward to dicussing it further. In truth, any actually new MECHANICS would
need to be submitted for approval. Fortunately, Jim gave me some ideas for
workarounds to that challenge (he's got just a bit of experience under his
belt).
     I invite people to continue fielding questions and I will continue the
discussion, but please don't think I am arbitrarily throwing down mandates.
