There was a question as to what starting Consilium Status should be and
if it cost XP in the mage venue. Treat Consilium status just like City
Status in Vampire.

The presiding ST (Seth) sets the status of members at the start of the
chronicle or when the Consilium is formed. The Lex Magica should have
local rules for what constitutes a rise or fall in status. Status does
not cost XP. Status in more than one Consilium lowers the maximum status
you can have at any one time by the number of additional consiliums the
character is in. IE if you have status in 2 coniliums you cannot have
more than 4 status in any one consilum. In 5 consilums you could only
have 1 level of status in any. Remember the when creating the consilum
the PCs creating the consilium are the best source of what positions
official do and who is the highest status and how high that status is.
Your creating a government.
