[CamRI] RI 002 Cam elections

Votes are accepted up till December 15th until just before the chapter
meeting. Remember game is early this month because the 1st was a Friday.
You have the option of voting publicly or privately via email, or in
person at the meeting. You must have a primary character on the VSS of
the election in order to vote. For example I can vote in Requiem but
cannot vote in Mage. You must have a full member ship at the time the
election was announced, (last chapter meeting).
