[CamRI] OOC: Number of Downtime actions

OOC: I have a game-mechanic question: How many Downtime Actions do you get 
as a Vampire or Mage? I've played a Ghoul and they always get twice their 
Resolve in DT per the Addendum.  For other characters, the MET World of 
Darkness Book says its equal to your Resolve, plus if you have Allies you 
can use them to do 1 Downtime Action each. That's how I've been doing it. Is 
that right, as I've heard 4 different answers on this?
